    Hal "Rob" Lang is a Bay Area native. Rob has worked in the aviation industry for over 21 years including: General Aviation, Commercial Aviation and Naval Aviation. He is a licensed airframe and power plant mechanic, and also holds a commercial pilot license. Rob has worked for BART as a TVM (Transit Vehicle Mechanic) for over 24 years; and he is the lead mechanic in the Hydraulic Shop at OHY.  Rob joined the IPC in late 2012 as the SEIU alternate.

    Hubert La Violette

    Hubert La Violette has resided in the Bay Area for over 40 years. Hubert has a background in Computer Science, and Real Estate from Solano Community College. He worked for Safeway for 14 years before joining BART in 1994 where he has worked as a Train Operator. Hubert has served on the Safety Committee for over a year. He has been on the Investment Plans Committee since 2004 as an ATU alternate representative.

    Andrea Frainier

    Andrea Frainier is an award-winning communications specialist with experience in the transit, journalism and nonprofit worlds. She currently works in BART’s Marketing and Research department managing the BARTable program, which is designed to increase off-peak ridership and build relationships with BART’s surrounding communities. Andrea developed a strong interest in finance as a child (she’s been on a budget since she was in kindergarten). She joined the Investment Plans Committee in 2015, and her focus is to combine her knowledge and experience to provide information to BART employees in a timely and clear manner, actively engage the committee and build and preserve the IPC’s mission for the short and long term.

    She also loves coffee.

    Javier Fregoso

    Javier Fregoso is a native Californian, born and raised in the East Bay. He was hired by the BART Police Department in August 1989. Javier has served as an elected Director of The BART Police Officer Association the last five years and is currently a member of the BART Police Officer Association collective bargaining team. Javier is also the Vice President of the BART Police Officer Association Charitable foundation and was recently appointed as a Trustee to the BART Investment Plans Committee. Javier is currently assigned to patrol and is married with two children. During his off time Javier enjoys spending time with his family, traveling and coaching football.
